Purpose of the Role:
The government has announced funding for a programme designed to “turn around the lives” of 120,000 troubled families nationally.

These families will typically be affected by multiple and complex difficulties.

It is estimated by government that there are 775 such families in Enfield.
The purpose of this post is to provide a holistic assessment of families identified through Enfield’s Change and Challenge Programme (known nationally as Troubled Families).

Case workers will support families to identify and tackle problematic behaviours, securing a pathway for improvement, to turn their lives around.

The post holder will work in partnership to identify, broker and secure appropriate services to meet identified need, as well as providing support to nominated lead’s where these have been identified in other services areas and organisations.

The Change and Challenge Programme, forms part of Enfield’s Early Help Response that includes; the Single Point of Entry and Early Help Form (EHF formally CAF) process of referral.

Accountabilities
To carry a caseload and key work with families who are referred for support taking on the lead professional role to coordinate a multi-agency whole family approach to address difficulties

To undertake whole family assessments ensuring a high standard of service to families, including securing the services of other agencies.

To review support contracts regularly and coordinate activity in a persistent and assertive style to ensure families complete the agreed tasks identified in their contracts.

To work with all family members using ·a negotiated contract where the possible consequences of non-engagement are clearly communicated· to all parties to the contract.

To use a range of assessment tools and mechanisms to identify the support needs of families including the Enfield Early Help Form (EHF) to identify additional needs and organise and secure support as required.

To contribute to the team learning and development activities, participate in individual and annual appraisal meetings.

To review barriers to participation for parents and demonstrate strategies to support parents to overcome these

To use the whole family approach in building resilience, self -reliance  and independent action

To prepare high quality reports to strict deadlines when required, for example risk of harm incidents or court proceedings

To maintain detailed case documentation files with evidence of decision making processes and statutory safeguarding actions recorded in relevant IT systems.

To assist in the monitoring and evaluation and to ensure that case reporting systems are maintained and accurate.

To communicate risk issues to the Change and Challenge Team Manager and undertake the role of Family key worker in a way that takes account of personal safety and the safety of others.

To ensure that appropriate agencies involved with the families meet their obligation to deliver services.

To work outside normal office, hours when required to meet the needs of the families referred to the project.

Any other duties reasonably requested by management
Carry out all accountabilities in compliance with the Council’s Policies and Procedures

Job Specifics – Skills, Experience
Essential:
Experience of working effectively in co-operation and partnership with a range of communities, partner agencies, private sector bodies, public agencies, voluntary bodies and statutory agencies appropriate to the service area.

Ability to complete family assessments and draw up and review contracts and intervention strategies.

Proven ability to work with young people, adults and families who have multiple and complex needs

Ability to work assertively to achieve sustainable and positive change.

Strong verbal and written communication skills.

Ability to keep accurate records, organise, plan and coordinate work.

Proficient use of IT systems e.g.

Outlook, MS Office and electronic case management systems.

Proven ability in using negotiation and problem solving in a multi-disciplinary setting

Desirable:
Experience of working with complex case reviews such as multi-agency professional meetings e.g.

Multi Agency Panels, Safeguarding or TAFs (teams around the family).

1. A recognised professional qualification in education, housing, social care or a degree level qualification or   the proven ability and experience to clearly demonstrate the skills and knowledge
