West Midlands Rail Executive (WMRE) is the devolved body with responsibility for working with the rail industry and local authority partners to deliver better rail services in the West Midlands.
We jointly manage the West Midlands Rail Franchise with the Department for Transport and actively support the West Midlands Combined Authority and other strategic bodies with their ambitious development agendas.
We're made up of local authorities from across the region, which means that local councillors sit on our board and can make sure the views and issues raised by the local people they represent can steer our plans.
Our work is championed by the Mayor of the West Midlands who is committed to delivering a new, golden era for our local trains.
The Rail Contract Manager post has two key responsibilities: Providing contract management support to the Head of Rail Delivery, and team organisation support to the West Midlands Rail Executive (WMRE) team.
The Rail Contract Manager fulfils an important role in ensuring that the various obligations contained within the West Midlands National Rail Contract (NRC) are delivered by the Train Operating Company (TOC) West Midlands Trains (WMT).
This includes many varied tasks, such as analysing written or physical evidence of delivery by the TOC, answering ministerial correspondence pertaining to the Franchise, and providing support to the WMRE team.
This is a part-time position and will ideally be working Tuesday, Wednesday and Thursday's and will be a fixed-term contract until December 2022.
What will you be doing?
, Support the management of a strong and collaborative working relationship between WMRE and the DfT
, Contribute to the development and maintenance of a constructive and positive relationship between WMRE and WMT
, Monitor and assess TOC compliance and the delivery of NRC commitments
, Monitor and assess TOC operational and financial performance
, Produce periodic performance reports for the WMRE Executive Director highlighting risks and issues as they arise
, Provide papers to the Commercial Manager, DfT, and Head of Rail Delivery, WMRE, recommending changes and derogations to the contract as directed
, Produce a periodic performance report for Partner Authorities and the WMRE Board of Directors
, Maintain accurate records of NRC-related documentation
, Support DfT colleagues with the drafting of contractual correspondence between the Department and the TOC
, Provide advice and briefings for WMRE Directors and other elected members as required
, Deal with ministerial correspondence pertaining to the NRC
, The Rail Contract Manager will be expected to work flexibly to support the delivery of WMRE business requirements.
Additionally, time spent working in London with counterparts at the DfT will be required.
As the Rail Contract Manager, you have:
, Educated to degree level or have relevant work experience
, Proven leadership and management skills
